Ability to truly BLOCK officials from sending each other emails

Even though the system currently keeps officials emails private with that feature enabled, it is still possible for them to send each others email and try to "swap" games, etc. We need a master switch to disable all but assignors from sending emails. Maybe a "block" box next to the "private" box.

    I can't vote... you don't give out enough votes. But it is important that an assigner be able to block individuals from emailing. We just had a situation where an official abused our system to complain about a fellow ref. Not acceptable. I would like to be able to block his email ability and censor him without removing him as an official.
