Need an Eligible/Ineligible "switch"
The Eligible option would be used to indicate officials that have completed all registration & screening requirements. If Ineligible, the official would not appear as available on the assigning screens.

Better if tied to Custom Profile fields than as a switch you have to enter on each official - it would have to be connected to the game code, or official position in order to work.
Broader implementation level detail - perhaps this could be done by creating a "Custom Filter Rule" that would be applicable to any listing screen - the rule creation would choose if it applies to "User" "Team" "Association" "Arena" "Game code" "Official Position" etc - and then add the logic conditions - basically the same as an SQL stored/named function with basic choices of "equals/not-equal" "contains" "greaterthan/lessthan" - and each logic item is AND or OR. Best example would be to look at the Apple mail "Smart Mailbox" rules dialog box.

We use the manual ranking to accomplish this. We have two columns in manual rankings, the second of which is a binary field 0/1. If an official is a 0 then they shouldn't be eligible for being scheduled.
Is this feature different? I'd like to know so our organization can plan accordingly once this change is implemented.

When an official is marked as ineligible, they will not get emails, notification, etc and you would not need to remove them from Horizon.

This feature would also allow for notifications, TBA, etc to go out only to those that are marked as eligible.
