Establish a feature where every member official has a single capability report which could summarize (calculate averages) capability ratings provided by only the Association schedulers (those who know of the official's capabilities). This capability report would be available in a separate column (like the manual ranking column) and would be available to schedulers to open when they are considering assigning an individual. The results of this report would desireably not be available for viewing by the official. A schedulers rating on an official's capabilities could be updated to reflect improved or decreased values at any time but the report will only consider one rating provided on an official per scheduler. I'd suggest having a capability report rate an officials skating, positioning, rule knowledge, game management, communication. Also, I would allow for such a report to allow a scheduler to indicate the highest level of play an official may work in referee (3-man), Linesman (3-man) and Referee (2-man) systems. This report could also provide an assessment on what the highest level of Adult hockey an official could work.
