allows assignors to create a fine deduction
Currently, we can go in to the officials pay and put in a deduction on a certain game. It would be nice if there was a text field beside the deduction to allow the assignor to put in a reason for that deduction, for cases where the deduction is due to a type of fine (ex: late).

This functionality already exists. The Payroll Adjustments feature allows you to enter and record adjustments such as fines along with a reason.
