Flashing banners
Any thing that flashes at you is irritating, I suggest using colors to catch the eye instead.

At this time we only use flashing in two locations for System Updates and System Reminders, both of which we consider essential information. We’ll look for alternative options in the future, however, at this time we find the flashing to be the most effective for getting the attention of all our users, when necessary. Thank you for the idea.
