Show notation when official looks at assignment, but doesn't accept/decline
Show a different color for when an official had come into their schedule and looking at their game but neither accepted or declined game yet.

This has been completed. Officials that view assignments, but neither accept or decline will have additional notation displayed for schedulers. You can read more about this new functionality at https://horizonwebref.com/changelog/91303
